E-Dalaw means "Electronic Dalaw". This is a project of Jail Warden, Superintendent Joseph T. Vela and Assistant Solicitor General Karl Miranda. This was firstlaunched last October 12, 2011 in Bureau of Jail Management and Penology or BJMP in Quezon City where five computers were provided. With each computer installed a software application Skype that allows the inmates to make voice or video calls as well as to chat to their families, relatives or to their friends. e-Dalawa will only be available from Mondays to Fridays starting 9:00 am to 12:00 noon and 1:00 pm to 4:00 pm.
Anyone who wishes to talk or video call their loveones inside the BJMP are advised to make a request one week prior of the set date. Just send an email request at skypemeinjailqc@yahoo.com. In your email, please indicate the time and date when the call shall be made and also the full name of the inmate you wishes to call with. This one week request is to give enough time of the scheduler to post your request and to avoid any delays on behalf of the other inmates.
For inmates who wishes to avail this e-Dalaw are required to sign a manifesto or agreement that they shall abide by the rules and regulations of the program. Inmates are also reminded that those who will be availaing the e-dalaw will only have five minutes per day. This is to cater the 2, 978 inmates who are qualified for this e-dalaw. And also they must queue while waiting for their parties to appear online before entering the room.
For this e-Dalaw, relatives of the inmates who are in far provinces were prioritized.
